SW, Rome, GA 30161, Floyd County Tax Parcel D15002A, being zoned Agricultural Residential (A-R), requests a Special Use Permit for a wedding/event venue. Planning Staff recommended approval on the following conditions: (1) that the events be limited to private events, including but not limited to weddings, birthdays, engagements, etc., while prohibiting concerts, festivals, etc. (2) that the principal use of the property continue to be residential and that the venue will be an accessory use. Planning Commission voted to approve as staff recommended by a vote of 9-0.

CONSENT AGENDA
Consider request from Human Resources to approve ACCG Property & Liability Renewal for 2024-2025. There is a net budget decrease of $3,330 connected to this invoice. The departments, accounts and specific amounts can be seen in the attached file.
Consider request from Finance to increase the budget of GL Account # 319639 - 66124 - 60061 by $73,415 for the Fire Alarm project at the Prison. This project was approved at the May 28, 2024 meeting.
Consider request from Purchasing to approve the purchase of two (2) 750 GPM & (2) 500 GPM Vertical Turbine Pumps Tekwell Services, LLC for the Water Department for a total amount of $113,000.00 using GL Accounts # 500646 - 55221 - 50030 and # 500646 - 55221 - 50031. The breakdown of the purchase is:
Consider request from Purchasing to approve the purchase and the installation of an Industrial Particle “Hogger” Shredder from Allegheny Shredders for the Recycling Center in the amount of $90,430.00 using GL Account # 330590 - 67040. The cost of this project will be under budget by $9,570.00 which will be used to help with the electrical installation costs.
Consider request from Finance to approve Adult Felony Drug Court grant #J25-8041 for the period 7/1/24 - 6/30/25. This grant provides federal funds in the amount of $280,569 and will require a local match of $49,512 to be paid with DATE funds. This will require an increase of $3,345 to account number 100518-50510 (revenue). The expense account, 100518-50511, will need to be increased by $3,845.
Consider approval of opting into settlement of class action suit regarding opioid distribution against Kroger Company.
Consider request to approve settlement agreement in quiet title action: Chadwick v. Floyd County, et al.
Consider request from Public Works to approve the recommended project list for GDOT Local Road Assistance (LRA) funds made available for this year only $1,641,019. There will need to be a budget increase of $1,456,020. (This is the total of $1,641,020 less the increase that took place after the last board meeting with the approval of an increase of $185,000). This increase will need to be to the expense account number 330457-51121 and the revenue account 330457-43600.
Consider request from Water to approve the increase of the 2024 budget in the amount of $71,400 to pay an invoice to Zenon Environmental. This work was budgeted in 2023, but was not completed until this year and the amount was not carried over into the 2024 budget. The increase to the budget will need to be in account number 500646-67040 for $71,400.
Consider request from Human Resources to approve an amendment to the Classification and Compensation Plan by reclassifying the Animal Control Officer II position, non-exempt, paygrade 14 which is located within the Public Animal Welfare Services department to an Animal Control Sergeant, non Exempt, paygrade 15A. This has been approved by the Merit Board and the Administrative Services Committee. The estimated cost is $7,850 annually. There will need to be a budget increase of $3,925, for July - December, to account number 520495-50000
Consider request from Prison to approve an agreement with the Georgia Department of Corrections to renew the annual capacity agreement to continue to house inmates.

Consider request from Purchasing to approve awarding a bid to Management Advisory Group International, Inc. for Classification and Compensation Study in the amount of $44,900 using GL Account # 100490-53510. This has been approved by the Merit Board and Administrative Services Committee. This vendor was not the lowest bid, but they submitted the most responsive bid that was in the best interest of Floyd County.
Consider request from Human Resources to approve an amendment to the Floyd County Classification and Compensation Plan to add rules that would guide the administration of a comprehensive survey. This has been approved by the Merit Board and the Administrative Services Committee.
Consider request to approve AIA contract with Pennant Construction Management, Inc for Glenwood renovation pending final legal review. This was included in the orginal budget for 2024.
